Strategy:

Pokemon:

Kyurem: 

This is the main attacker of this deck. By using Glaciate it can do alot of splash damage and though it will take a while to KO Pokemon but once you get tons of damage out there you can start Ko ing stuff and get tons of prizes at once then start attacking with Keldeo. You can also use outrage for a come back and Ko stuff like Darkrai Ex that was already weakened by Glaciate. You can get one setup immediately with Blastoise and start Glaciating again.
Blastoise

Blastoise:

This is for fast and easy setup once you get new Pokemon out then start attacking. Rain Dance can be very helpful if your setup is terrible and you only have a Kyurem and a Blastoise out with no energy then you top deck a Cilan or Juniper you can use on of those to get out water energy then get it immediately on to your Pokemon. Very helpful for fast midgame setup.

Keldeo Ex:

This card ( like blastoise ) is not yet been released in an english set but will in November ( the 7th ) which happens to be 6 days before my birthday ( Hope there is a early Pre-realease ). Anyways lets get on to the card. Its main attack can do devastating damage if you have alot of Water Energies. It's attack does 50 damage plus 20 more for each water on Keldeo Ex. It is the only attacker that isn't just for splash damage.
Keldeo, Resolution

Kyogre Ex:

This card is for the same reason as Kyurem. Though it is thought as a terrible card, it can actually be pretty good. It can do 50 to 2 of your opponents pokemon, combines with Kyurem this can reek havoc on a stage 2 or even 1 deck, it can also use smash turn then retreat to a Kyurem with 2 waters or a DCE then take the damage from a you opponents Pokemon then use outrage for the KO, If you are versing a Darkrai Ex with a Dark Claw that already had 30 damage from either triple laser or glaciate that can be a two turn KO!! An underrated card.

Registeel Ex:

Since this deck is all about splash damage this Pokemon is a good edition to this deck with Triple Laser. This attack does 30 damage to three of the opponents Pokemon, though this is not as powerful as glaciate it can still do some good damage, and since it has a high number of HP it will take a while for something to KO it. Pretty good card might seek some playibility in September.

Terrakion:

This card is just for retaliate damage and also because Kyogre Ex has a weakness to electric Pokemon and this can counter those pokemon.

Cilan:

This card is for getting out Fighting Energy and Water Energy out if you need to power up your Pokemon. It is especially good with Blastoise because you can get those energy right into play, which is very helpful.

Basic Energy Search:

This card is for getting out a Fighting Energy when you need them for Terrakion's retaliate, it can also be helpful for getting out a quick Water Energy.

Great Ball/Ultra Ball

These are the cards you use for getting out important Pokemon that you need though great ball is randomized to one of the top seven and with Ultra ball you have to discard 2 cards from your hand it can be very useful to get out Wartotle and Blastoise as well as attackers.

Hooligans Jim/Cas

This is for messing up your opponent. It lets you choose three random cards from your opponents hand and then you flip a coin, if heads your opponent has to shuffle those cards back into your deck. It can easily mess up your opponent if you get heads.

Revive:

This is for getting back Kyurem and Keldeo and all of the other basics out of your discard. It can help you recharge from a losing match.
Terrakion

This again is a deck that it did not take me long to make but might be good, but since I am new to the competitive scene I do not have the cards.

First of all I would like to say sorry that I have not been doing as many deck lists I totally that that after I came home from my job that my blog would be like page 9001 on google search for Pokemon deck ideas but it was the eighth hit! Since most people voted for Rayquaza Ex I will do a deck about it keep voting so I can see who is next!! Now the Deck List!!

Strategy:

Pokemon:

Rayquaza Ex:

This is the main attacker of the deck. It uses dragon burst to do extreme damage just like Magneboar with the for each energy discarded except you have to discard all of either fire or electric energy attached and you only discard them. It can do about 200 damage with only an Altaria and 3 Electric energy and 1 Fire energy. If you attach another Electric energy with two Dynamotors. It has 180 HP and is a basic Pokemon with only one retreat cost. You can just attack then Dynamotor and attach an energy, retreat then attack!! It is very powerful and can OHKO any Pokemon in this format even with a big cloak or eviolite.
Zekrom

Elektrik:

Once you use a dragon burst you can get back the energy with ease on another Rayquaza Ex on your bench then retreat and, BOOM!, do even more damage. A really important part of the deck!! Dynamotor can be use to get back energies that you discarded using Raikou Ex or Juniper as well.

Altaria:

This is used to maximize the damage with dragon burst with battle song. It gives you the ability to do tremendous damage. It is used because of the troubles with eviolite on stuff like Darkrai Ex which is really annoying because of the extra energy you have to discard to do the full damage.

Raikou Ex:

This can be the surprise snipe Pokemon that can come out of nowhere and it can devastate your opponents setup with Volt Bolt ( and it rhymes ) and you can then Dynamotor because you have to discard all electric energy attached to Raikou Ex.

Zekrom Ex:

This is the supporting attacker of this deck. It can use Strong Volt for 150 damage and then recharge with Dynamotor and attack again I was going to use Zekrom but this time it can do a higher amount of damage.

Sableye:

This can get back Item Cards from the discard pile and get a stronger advantage by using more Random Receivers then just keep on a "Junipering" till you have everything you need. can also be could for getting back fires from the discard using energy retrieval.
Elektrik

Energy Retrieval:

This is just in case you have a bad start and have to discard a bunch of fire energy and you have to get them back later in the game. 

Pokemon Catcher:

This card is for stalling and bringing up Pokemon to KO for easy cheap prizes. In this deck it is mostly used for catchering up a very powerful Pokemon built up with tons of energy and use dragon burst to KO it.

Super Rod:

This is for getting back Pokemon like Elektrik from the discard so you can set up even if your Pokemon are being discarded or KO'ed.

Pokedex:

This for when you use Celestial Roar and you need as many energies as you can possibly get. It is kind of a weird card and is a good surprise factor against your opponent.

Level Ball: 

This is for snapping out Electrics as fast as you can and maybe even on T2.

Professor Juniper:

This is for discarding Electric energies from your hand, then you can get a fresh new hand then Dynamotor it back on you Pokemon

Cilan:

This is for getting fire energies for Rayquaza Ex when you do not have them. You can also power up Sableye in one turn. You can also get out Electric Energies and then use Ultra Ball to discard them and get them back with Dynamotor.

Eviolite/Big Cloak:

The eviolite is for Rayquaza Ex and the other basics. The Big Cloak is for Elektriks and Altarias to make sure that they do not get KO'ed.

This deck is a thing I made in about 15 min. It might be able to seek some popularity but do not expect it to win worlds or something.
